  1. There are different rules and laws for different states, there are also laws about how close to the cliff edge and the high-tide line from 1800 and something. In some areas you need permission from more than the local government, you may also need to satisfy some state rules and laws and also apply to some federal bodies.

    As with everything here when dealing with the bureaucracy, it is complicated, time consuming and expensive. It is also hard to find competent professionals in some areas of the country to guide you through the process.
